Total Final Consumption

Total final consumption (TFC) is the headline demand-side aggregate of the energy balance’s bottom block — the counterpart, on the demand side, to total energy supply (TES) on the supply side.

Definition

TFC is the sum of the balance’s two bottom-block components:

Total final consumption = Final energy consumption + Non-energy use

Final energy consumption is measured by deliveries of energy products to all consumers for their energy needs (heat raising, transportation, electricity, etc.); it excludes deliveries for transformation processes and for the energy needs of energy industries (both covered in the balance’s middle block) [IRES, Ch. VIII, para. 8.33, PDF p. 120, 2018]. Non-energy use is the use of energy products as raw materials or for direct non-energy purposes (e.g., lubrication, road surfacing, solvents) [IRES, Ch. V, para. 5.21, PDF p. 71, 2018]. Together, these two rows constitute the “final consumption” total row (item 7) of the energy balance template, sitting below final energy consumption’s three consumer groupings (manufacturing/construction/mining, transport, other) and above no further subtotal [IRES, Ch. VIII, Table 8.1, item 7, PDF p. 123, 2018].

Relationship to total energy supply

TFC is what remains of total energy supply after the balance’s middle-block deductions:

Total energy supply − Transformation (net) − Energy industries own use − Losses (± Transfers ± Statistical difference) = Total final consumption

This follows directly from the energy balance’s three-row-block structure: the top block yields TES; the middle block records transformation (net loss of energy across all fifteen transformation-plant categories), energy industries own use and losses (transmission, distribution and non-technical losses); and the bottom block records TFC as final energy consumption plus non-energy use [IRES, Ch. VIII, paras 8.14, 8.25, 8.33, PDF pp. 117–120, 2018]. A dedicated statistical-difference row between the top and middle blocks reconciles any numerical gap between total supply and total use of a product (see energy balance for the full row-block treatment and the statistical-difference row).

Use as a headline indicator input

Total final consumption (alongside total primary energy supply and electricity use) is used as a component of Chapter XI’s economic-dimension energy indicators — Table 11.2 lists “total final consumption” as one of the energy-use components feeding indicators such as energy use per capita (ECO1), energy use per unit of GDP (ECO2), fuel shares (ECO11) and renewable energy share (ECO13) [IRES, Ch.
