Final Consumption

Final consumption refers to all fuel and energy delivered to users for both their energy and non-energy uses, and which does not involve a transformation process [IRES, Ch. V, para. 5.22, PDF p. 71, 2018]. It consists of two parts:

• Final energy consumption — deliveries of energy products to users located in the territory of reference for their energy needs, such as heat raising, transportation and electricity.
• Non-energy use — deliveries of energy products for use as chemical feedstocks or as raw materials — see Non-Energy Use for the full definition.

For energy policy and analytical purposes, final energy consumption is further disaggregated by type of economic activity, while the use of energy products for transport is identified independently of the economic sector in which it was consumed — transport cuts across all economic units rather than sitting within any one of them [IRES, Ch. V, para. 5.6, PDF p. 68, 2018]. In terms of Figure 5.2’s matrix, final energy consumption is represented by two boxes: (i) the use of energy products for energy purposes excluding transportation, by energy consumers — box (c); and (ii) the use of energy for transport by all economic units — box (d) [IRES, Ch. Boundary with energy-industries own use

Economic units belonging to the energy industries that use energy to produce other energy products are excluded from “final consumption” — by convention, their own use is not part of final consumption but is recorded separately as energy industries own use [IRES, Ch. V, para. 5.79, PDF p. 78, 2018; base definition at para. 5.20, PDF p. 71, 2018].
