Cross-Classification of Uses and Users of Energy
Energy products can be used for three purposes: (i) energy purposes; (ii) non-energy purposes; and (iii) transformation. Energy-purpose use is further broken down into two categories: energy purposes excluding transportation, and transportation purposes. In basic energy statistics and energy balances, data on the use of energy are presented by cross-classifying them by purpose and by user group — the energy-industry categories of Table 5.1 and the consumer groups of Table 5.3 [IRES, Ch. V, para. 5.83, PDF p. 79, 2018].

Figure 5.2 illustrates this cross-classification in matrix form: uses by purpose run across the columns, and users — energy industries and energy consumers — run down the rows. Note that energy industries have no cell for “energy industries own use” or “energy use excluding transport” — those columns are marked “Not applicable” for that row, since an energy industry’s own energy use is by definition reported as EIOU (box b) rather than under its own row in this matrix, and the industry itself is the source of the EIOU category, not a user recorded within it [IRES, Ch. V, Figure 5.2, PDF p. 80, 2018].
The five boxes
(a) Transformation — spans all economic units in the territory of reference, capturing not only transformation occurring within energy industries but also transformation that might occur as a secondary and/or ancillary activity by energy consumers. Transformation statistics are disaggregated per the transformation-plant list. When transformation takes place outside the energy industries — i.e. by other energy producers — the energy consumed is recorded under the most relevant disaggregation category, i.e. the most similar energy industry [IRES, Ch. V, para. 5.86, PDF p. 80, 2018].
(b) Energy industries own use — see Energy Industries Own Use for the full definition; does not cover transport or non-energy use by energy industries, but does cover own use in production by other energy producers [IRES, Ch. V, para. 5.87, PDF p. 80, 2018].
(c) and (d) Final energy consumption — all fuel and energy delivered to users for their energy use, split into: (c) use for energy purposes excluding transport, by energy consumers; and (d) use for transport, by all economic units — see Final Consumption and Transport [IRES, Ch. V, para. 5.88, PDF p. 80, 2018].
(e) Non-energy use — see Non-Energy Use for the full definition; covers non-energy use irrespective of whether it occurs at an energy consumer or an energy industry, usually presented in aggregated form rather than linked to a specific economic activity [IRES, Ch. V, para. 5.97, PDF p. 82, 2018].
