Foundations — Map of Content

This MOC establishes the conceptual and institutional foundations of energy statistics. It connects IRES’s purpose, scope, interpretive conventions, and boundary concepts with the institutions, standards, and expert groups that shaped the recommendations’ development and governance (IRES Ch. I–II).

Each annotation describes what its linked page defines, explains, traces, or documents. Follow all pages whose descriptions materially overlap; foundational questions often span a concept, a related institution, and the source digest that supplies chapter-level context.

  • Official Statistics - defines “official statistics” through the UN Fundamental Principles and explains why energy statistics should attain official-statistics status
