Intersecretariat Working Group on Energy Statistics (InterEnerStat)

InterEnerStat is the “inter-secretariat working group” recommended by the May 2005 ad hoc expert group convened by UNSD, with the task of enhancing interagency coordination, particularly the harmonization of definitions of energy products [IRES, Ch. I, para. 1.9, PDF p. 16, 2018].

Establishment and leadership

At its 37th session (2006), the United Nations Statistical Commission commended progress and supported the establishment and mandate of InterEnerStat, convened by the International Energy Agency (IEA) [IRES, Ch. I, para. 1.10, PDF p. 16, 2018]. InterEnerStat is chaired by the IEA [IRES, Ch. I, para. 1.32, PDF p. 21, 2018].

Role

InterEnerStat focused on harmonization of the definitions of energy products and energy flows, complementing the Oslo Group on Energy Statistics’s focus on IRES’s overall conceptual framework and compilation/dissemination strategies (see Chapters III and V for the resulting definitions) [IRES, Ch. I, para. 1.10, PDF p. 16, 2018]. InterEnerStat and the Oslo Group were the key content providers to IRES under their UNSC mandates [IRES, Ch. I, para. 1.32, PDF p. 21, 2018]. Chapter V’s main energy-flow definitions (production, imports/exports, bunkering, stock changes, transformation, losses, final consumption) are the result of InterEnerStat’s work, reviewed and supported by the Oslo Group and the Expert Group on Energy Statistics [IRES, Ch. V, para. 5.9, PDF p. 69, 2018]. The same chapter’s Energy Industries taxonomy (Table 5.1) cross-references those industries against the International Standard Industrial Classification of All Economic Activities (ISIC).
