Energy Statistics Compilers Manual (ESCM)

The ESCM is a forthcoming companion document to IRES, providing additional practical and technical guidance for countries implementing the recommendations. Its governance sits alongside the two working groups established under the same 2006 UNSC mandate that produced IRES itself — the Oslo Group and InterEnerStat [IRES, Ch. I, para. 1.10, PDF p. 16, 2018].

Role relative to IRES

The ESCM is part of the international-level implementation programme to strengthen official energy statistics, alongside other technical reports, training materials and regional workshops [IRES, Ch. I, para. 1.20, PDF p. 18, 2018]. During Chapter VII’s discussion of data collection and compilation, IRES defers more practical aspects — such as estimation methods and imputation — to the ESCM [IRES, Ch. I, para. 1.42, PDF p. 22, 2018].

Governance

The Oslo Group on Energy Statistics agreed, as one of its guiding principles for developing IRES, that additional guidance on practical/technical matters to assist countries in implementation should be provided in the ESCM, with the Oslo Group deciding during the revision process what the ESCM will cover and to what extent [IRES, Ch. I, para. 1.34(e), PDF p. 21, 2018].

Update cadence

Additional guidance on practical/technical matters (good practices, country case studies, etc.) relevant to IRES implementation will be provided in the ESCM, which is envisaged to be updated more frequently than IRES itself [IRES, Ch. I, para. 1.49, PDF p. 28, 2018].

Note: the ESCM is itself a companion document outside the current ingest corpus (see CLAUDE.md scope note); this page covers only what Chapter I says about it and will be expanded if/when the ESCM enters the corpus.
