Expert Group on Energy Statistics (EGES)

The (United Nations) Expert Group on Energy Statistics is the body whose review and endorsement forms the final step before a draft of IRES is submitted to the United Nations Statistical Commission (UNSC) for adoption.

Role in adopting IRES

The IRES revision process culminated in review and endorsement of the draft by the second meeting of the United Nations Expert Group on Energy Statistics (New York, 2–5 November 2010), following review of the draft recommendations by the Oslo Group’s 4th and 5th meetings and a worldwide consultation on the provisional draft [IRES, Ch. The draft the Expert Group reviewed was produced by the Oslo Group and InterEnerStat as the two key content-providing working groups under their UNSC mandates [IRES, Ch. I, para. 1.32, PDF p. 21, 2018].

Ongoing role in revision governance

Under the IRES updating process, editorial amendments and clarifications beyond dispute are the responsibility of UNSD, but any substantive change is to be discussed with countries and relevant working groups before being endorsed by the Expert Group and submitted to the UNSC for adoption [IRES, Ch. Chapter I does not otherwise describe the Expert Group’s composition, mandate origin, or relationship to the Oslo Group/InterEnerStat beyond this adoption-pipeline role; confidence: medium reflects that thinner basis.

Among the definitions the Expert Group is credited with reviewing and supporting (alongside the Oslo Group) are IRES Chapter V’s main energy-flow definitions — production, imports/exports, bunkering, stock changes, transformation, losses and final consumption [IRES, Ch. V, para. 5.9, PDF p. 69, 2018].
