IRES Chapter III — Standard International Energy Product Classification
Chapter III (PDF pp. 34–53) presents the Standard International Energy Product Classification (SIEC): the internationally agreed definitions of energy products, arranged into the structure of a statistical classification [IRES, Ch. III, para. 3.2, PDF p. 34, 2018]. SIEC is defined entirely within this chapter — it is not a separate publication. This digest summarizes the chapter’s four sections; the classification system itself and every product definition are covered in full, with citations, on dedicated pages (linked throughout and listed at the end).
A. Introduction (paras 3.1–3.4)
Internationally agreed product definitions and classification are a basic tool for cross-country and temporal comparability of energy statistics, and for comparability with other economic statistics [IRES, Ch. III, para. 3.1, PDF p. 34, 2018]. SIEC categories are cross-referenced to the Harmonized Commodity Description and Coding System (HS) and the Central Product Classification (CPC) to facilitate that integration — particularly useful for HS, since international trade transactions in energy products are defined in HS terms [IRES, Ch. III, paras 3.2–3.3, PDF p. 34, 2018]. These correspondences are indicative rather than exact: HS/CPC categories are often broader than the matching SIEC category, though national or regional HS adaptations (e.g. the European Combined Nomenclature) can be more precise, particularly for refined petroleum products [IRES, Ch. III, para. 3.4, PDF p. 34, 2018].
B. Purpose and scope of SIEC (paras 3.5–3.12)
SIEC’s main purpose is to serve as a basis for national classification schemes, improving cross-country comparability; it is designed to be multipurpose and is periodically reviewed and revised [IRES, Ch. III, para. 3.5, PDF pp. 34–35, 2018]. Its scope covers fuels produced/generated by an economic unit and usable as an energy source, plus electricity generated and heat generated and sold to third parties — refined by rules on fossil fuels, fossil-fuel-derived products, and non-fossil fuels (worked through via the lubricants vs. plastics example). C. Classification criteria and coding system (paras 3.13–3.18)
SIEC categories are exhaustive and mutually exclusive, organized into ten top-level sections (eight fuel categories plus electricity and heat), a four-level section/division/group/class hierarchy, and four-digit numeric codes [IRES, Ch. III, paras 3.13, 3.17–3.18, PDF p. 36, 2018]. The primary/secondary and renewable/non-renewable distinctions are not explicit SIEC criteria — the full list is deferred to Annex A (not yet ingested) [IRES, Ch. III, para. 3.16, PDF p. 36, 2018]. D. Definitions of energy products (para 3.19 and the SIEC code list)
The product definitions are the work of the Intersecretariat Working Group
on Energy Statistics (InterEnerStat), reviewed and supported by the Oslo
Group on Energy Statistics and the UN Expert Group on Energy Statistics —
except the nuclear-fuel definitions (SIEC section 9), which fell outside
InterEnerStat’s scope and were instead provided by the International Atomic
Energy Agency (IAEA) [IRES, Ch. III, para. 3.19, footnote 23, PDF pp. 40,
53, 2018]. Section D runs the full length of the SIEC code list, section by
section, each definition followed where relevant by a “Remark:”
clarification. Rather than duplicate that material here, each SIEC section
has its own dedicated product page (wiki/pages/products/), carrying every
definition and remark with its own citation:

Section D also illustrates SIEC’s classification logic through several worked examples cited across these pages: physically similar but separately classified products (natural gas vs. landfill gas; NGL vs. LPG), the use-dependent classification of feedstocks, and the lubricants vs. plastics scope test [IRES, Ch. III, paras 3.9, 3.14, PDF pp. 35–36, 2018].
Source discrepancy noted during ingest: class “Other bituminous coal”
(SIEC 0121’s sibling under 012 Bituminous coal) is numbered 0122 in the
section D prose but 0129 in Table 3.1 — confirmed against both
raw/_pdftotext/ires/03-siec.txt and its -layout.txt companion, so this
is an inconsistency in the source PDF itself. Both codes are recorded on
Coal, with an editorial note; this digest records the
gap at the chapter level as well, per the operational log.
