This MOC explains how an energy-statistics system identifies reporting units, specifies the observations to collect, obtains data, and compiles statistical results. It connects the Chapter VI framework for statistical units and data items with Chapter VII’s legal, institutional, collection-design, source, and compilation guidance (IRES Ch. VI–VII).
